How should we score each criterion?

Use 0 when the proposal supplies no usable evidence, 3 for a credible and adequately supported response, and 5 only for exceptional evidence that directly fits your situation. Record the reason in the evidence field.

Does the highest score automatically win?

No. The scorecard makes trade-offs visible and reduces presentation bias. References, conflicts, contract terms and material delivery risks still require human review.

Where is our proposal information stored?
